Meet the team

Laura Motta Migliaro holds a Master's degree in Social Innovation and Solidarity Economy and a Bachelor's degree in Education. Over more than 30 years in Uruguay's education sector, she has worked across management, administration, and the design of academic programs, both within public education and in social innovation initiatives, including as a member of ANEP's Central Governing Board.

Her experience spans innovation project management, public policy design, and international cooperation, with a particular focus on bringing technology and education closer together. She has advised and contributed to socio-educational projects with organizations such as Proyecto CEIBAL, EUROSOCIAL, and CoSN, working at the intersection of policy, innovation, and the classroom.

Laura founded Fundación Uruguay sin Límites to put all of that experience toward one direct goal: making sure where a child is born doesn't decide whether they get to learn English, connect with the world, or believe their future can be bigger than their surroundings.

Bettina Tucci Bartsiotas has built a distinguished career across international organizations in the United States and Europe. She served as Assistant Secretary-General and Comptroller of the United Nations, Director of Budget and Finance at the International Atomic Energy Agency (IAEA), and Head of Budget at UNICEF. She has also worked with the Inter-American Development Bank (IDB) and the International Monetary Fund (IMF), and directed the United Nations Interregional Crime and Justice Research Institute (UNICRI) in Turin, Italy.

She now lives in Athens, Greece, where she serves on the boards and committees of several international organizations, including the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Fund for Public Interest Media (IFPIM), the United Nations Population Fund (UNFPA), the University for Peace (UPEACE), and the United Nations Federal Credit Union (UNFCU).

Wherever her career has taken her, Uruguay's values, warmth, and traditions have stayed with her as a source of inspiration. In Fundación Uruguay sin Límites, she found a way to give back, to turn the experiences and opportunities that shaped her life into new paths for children in rural schools.

Mabel Izon is a Certified Public Accountant and holds a degree in Business Administration, both from the National University of La Plata (UNLP), along with a postgraduate degree in Strategic Planning from the University of Buenos Aires (UBA). For decades, she taught Marketing and Strategic Planning at UBA and Universidad de Belgrano, and Finance and Planning at UNLP.

Her professional path has moved between the classroom and the boardroom: she worked at Argentina's tax agency (DGI) and taught secondary school, before co-founding Grupo Estratégico de Negocios, a consultancy specializing in competitive strategy and market research. Over the years, her projects have included companies such as Bagley, Cargill, Arcor, Autopistas del Sol, Philips, Banco Provincia, Banco Río, Banco Santander, and Molinos Río de la Plata.

Today, retired from her university posts, Mabel studies universal philosophy and refines a breath-based meditation practice she uses to sharpen focus and presence. She is also the mother of three and grandmother of seven, and brings that same patient, big-picture perspective to her work on Fundación Uruguay sin Límites' board.

Santiago Rodríguez-Villamil is a senior executive with extensive experience in strategy, business development, and operations. Based in Miami, he works as a board advisor and fractional operator, supporting companies across the United States and Latin America, and helping Uruguayan and Latin American businesses establish and scale in the US market.

He is known for clear communication and a steady, hands-on approach in fast-changing environments. What drew him to the board is a simple conviction: that a child's future shouldn't be limited by how far their school sits from a city. At Fundación Uruguay sin Límites, he channels that experience into the Godparents program, which connects English learning and cultural exchange with rural schools across the country, helping turn a strong idea into an organization built to last.

Shirley Romano is a teacher and former English Inspector with a solid career teaching, training, and evaluating English language education within Uruguay's public school system. Her experience spans the classroom, academic management, and institutional advising, always centered on pedagogical innovation, teacher training, and educational equity.

Throughout her career, she has been committed to continuous improvement, to building learning communities, and to promoting inclusive language policy, the kind that reaches every classroom, not just the ones closest to the capital. Now retired, Shirley brings that same commitment to Fundación Uruguay sin Límites, an organization whose core purpose, contributing to children's full development through education, with special emphasis on rural areas, mirrors the work she has done her whole career.
